Ngamiland Human Rights Project
The Ngami Rights project, a three (3) year project aimed at bringing human rights education to the Ngamiland is an ambitious plan that seeks to address the human rights violations experienced in the Ngamiland.
The Specific Objective are:
- to increase public knowledge of human rights through impactful activities
- increase adherence to human rights in local government policy making and programming- government policies and programmes would be development focused without mainstreaming human rights issues. The direction has to come from the central government when it comes to integrating human rights issues. At district level, it is a great challenge to push for policies to be developed with a human rights focus.
- improve CSO leadership on human rights dialogue and programming by conducting trainings with civil society organizations. While the levels of understanding of human rights have increased, monitoring the development of their policies has not been conducted due to NCONGO human resource limitations.
- Increase district-specific human rights advocacy – Ngamiland Human Rights Conference is aimed at bringing human rights issues to the political arena where we can ensure that politicians and government officials are responsive to human rights issues and address them.
Beneficiaries/affiliated entities and other Cooperation
Bana Ba Letsatsi: In the past year under review, we have recruited a human rights officer for the Ngami Rights project who is based at Bana Ba Letsatsi. With the support of his supervisor and a Peace Corp volunteer, the officer has contributed significantly to the Ngami Rights Project. As he is also involved in other human rights projects conducted by Bana Ba Letsatsi, his trainings on human rights have extended to those project particularly on sexual, reproductive health and rights.
The organization’s stability has been valuable to the Project as they have not caused any set-backs in the past year. We continue to observe this stability and are optimistic that human rights education, at Bana Ba Letsatsi, will continue even beyond this project.
We recommend that, for an organization that is addressing and finding solutions for human rights violations on a daily basis, they need training on documenting and monitoring children’s rights abuses and technical support to continue such work in a methodological manner.
Tshidilo Rehabilitation Centre: The Centre, since joining the Project in April, has contributed immensely to the discourse on people with disabilities. The last project officer assigned to the action left in November 2017 and has since been replaced by another who is responsible for implementing sector specific activity.
Botswana Family Welfare Association: The organization continues to experience challenges in assigning staff support for the human rights officer recruited in December 2016. Due to this, there has been a delay in meeting deadlines and achieving deliverables. However, with support from the officer, we are able to close this gap.
NCONGO continues to express concern over the minimal engagement of LGBT communities in this project. The Pink Triangle Support group has been involved in a few workshops but leadership on LGBT human rights issues is still lacking and is being held by BOFWA which Focuses on the sexual reproductive health Rights aspect over other social and economic rights issues that may affect LGBT communities.
TOCADI: TOCADI experienced several governance set-backs in the beginning of the year. This affected their consistent participation in the Project and left a vacuum that could not be filled by any organization in Maun. However, they have regained some stability and have since employed a highly experienced Coordinator to manage their affairs. Through his leadership, we have achieved great reach in the areas surrounding Shakawe. We look forward to our continued partnership on the rights of indigenous communities but recommend more support for the TOCADI office to continue their human rights advocacy beyond the Ngami Rights project.
